The two-day visit came after the reopening of rail and air links between the two countries, interrupted by the COVID-19 pandemic. China remains North Korea's main economic partner, but now faces Russia’s competition, strengthened by agreements tied to the war in Ukraine. Unlike 2019, the Chinese leader no longer made any reference to the denuclearisation of the Korean Peninsula.

The meeting between North Korea’s leader and Belarus’s Lukashenko marks a new course. The North Korean regime is managing its isolation as a strategic resource rather than simply enduring it. Pyongyang is choosing its interlocutors, building relationships, and using the diversification of its partners as a tool to maintain its autonomy from Beijing and Moscow with a growing focus on Southeast Asia at the expense of South Korea.

The strongman celebrates his “great successes” in the military and economic areas despite sanctions and isolation, reinforced by the axis with Russia. The approach to South Korea remains uncertain.

The Japanese prime minister is open to a summit regarding the case of 17 Japanese nationals, a matter that has dragged on since the 1970s. The last meeting between North Korean and Japanese leaders was in 2004 when Junichiro Koizumi was Japan’s prime minister. For its part, Pyongyang considers the matter closed. Meanwhile, the defence ministers of South Korea and the United States made their first joint visit to the Demilitarised Zone since 2017.

Informal employment is exploding in North Korea because of a drop in orders from China and lower wages. Tensions are also rising among the workers Kim supplies to China, fuelled by ever-increasing deductions from their wages to ensure revenue for the North Korean regime. Meanwhile, Russia has become North Korea’s new El Dorado, at a cost of extensive linguistic and cultural isolation for workers.

The US leader met with the South Korean president today on the eve of the APEC summit, signing an agreement on autos, steel, and investments. Yesterday, an agreement was reached with Japanese Prime Minister Sanae Takaichi, criticised by the Asahi Shimbun for being too soft. Tomorrow, the long-awaited meeting between Trump and Xi Jinping takes place in Busan. The Chinese leader will also have a bilateral meeting with the Japanese prime minister.

Meanwhile, Lee has pledged to increase South Korea’s military spending and invest US$ 150 billion in shipbuilding in the US.

For the first time since 2018, the South Korean government may not publish its annual report denouncing violations by the North Korean regime. The decision, in line with President Lee Jae-myung's policy of rapprochement, aims to avoid tensions and revive contacts between the two Koreas. APyongyang has recently conducted military exercises in response to joint manoeuvres by Seoul and Washington.

North Korea’s strongman Kim Jong-un is strengthening his regime’s military and economic ties with Moscow, sending more manpower to Russia. A year after Moscow and Pyongyang signed a defence treaty, North Korean losses in the Ukraine war are up.
