According to sources among Tibetans in exile in India, who have made contact with local people, "the former monk was deeply disturbed and frustrated by the imposition of restrictions on the monastery of Karma, and the imprisonment of many monks. There was even among the Chinese authorities, who spoke of the possibility of closing the monastery. " Phuntosg was very shaken by this threat, and had spoken out about it frequently in public.

In Khamar on 26 October, a bomb was detonated at a government office but there were no victims.
