Yangon, junta atrocities in a dossier for the UN

by Francis Khoo Thwe

The dossier was compiled by the CHRP, the group representing the civilian government deposed by the military junta. It catalogues 180,000 cases of atrocities: extrajudicial killings, murder of prisoners, torture, illegal detention, disproportionate use of force. The CHRP is at the heart of the civil disobedience movement. It is working for a new federal constitution and for unity among all armed ethnic groups. Since the coup d'état, 581 have been killed and 2750 arrested.

Yangon (AsiaNews) - A dossier with 180,000 proven cases of atrocities committed by the military junta will be presented to UN experts in a public complaint and to study steps that block human rights violations, that border on war crimes.

The dossier, compiled by various witnesses throughout the country, will be submitted by the Committee for Representing Pyidaungsu Hluttaw, (Committee of Representatives of the Republic of the Union, CRPH), a group that is made up of parliamentarians duly elected and dismissed by the military junta. The group claims to be the representative of the civilian government that the February 1 coup overthrew.

The dossier includes, among other things, more than 540 extrajudicial killings, 10 killings of prisoners while in custody, torture, illegal detention, disproportionate use of force against peaceful demonstrators.

The presentation of the dossier to the UN serves to criticize the military junta, but also to boost esteem and relations of international organizations with the CHRP.

The government in exile was formed immediately and capillary contacts with the population. People welcome and support the CRPH and recognize it as the real current government of Myanmar. At the beginning of February, occasionally there were some groups, sporadic and mercenary, demonstrating to support the military, but after a few weeks, the demonstrations in favour of the army disappeared and the CRPH has an almost absolute support throughout Country.

It is the source of the civil disobedience movement that is affecting the economic power of the military.

The CHRP is also working on two fronts: a provisional draft of a new Constitution to replace the 2008 one, which left too many powers to the military (25% of the seats in parliament and some key ministries); the formation of a federal army that gathers all (or at least the majority) of the ethnic armies into a single group to counter the violence of the junta.

The draft of the new Constitution takes a decisive step towards a federal structure of the country, allowing the various ethnic groups and regions a certain autonomy in managing the power and resources, until now in the hands of the generals.

The junta accused the 17 CHRP members of sedition and subversion of public order, a charge that includes at least two years in prison.

The Association for the Assistance of Political Prisoners released yesterday’s updated toll of dead and prisoners. Yesterday 6 April there were 11 more deaths: one was killed yesterday; another 10 were killed in recent days, but documented only yesterday. In this way, the number of people murdered by the security forces rises to 581. The prisoners are 2750; added to these are 463 who have fled, under threat of arrest.
